My response to this question would be to wait until you can provide the service for you to do the press release. It is better to have something that already works and can be used by the customer than just offering a work in progress project which will make the impact of your press release dilute until you actually have something to offer. If you can manage to do the inauguration and the press realease at the same time that will probably get you customers right away but you may have some issues at the beginning so you may want to wait a couple of weeks after the inauguration to do it until you have every little detail solved.
