Fix a pixelated .jpg image

I am creating an album cover for my band's release, and found the perfect image for us. The creator of the image granted us the rights to use the image, but because this was an old project that he did a number of years ago, he no longer has the original files he used to create it; only has the file he uploaded to Instagram which is very small.
Once the image is enlarged to even a moderate size (like 640x640), it becomes very pixelated and just doesn't look good enough for our purposes. This project may get pressed to vinyl, so the largest image we'll need printed out is around 11"x11".
This contest is to find the best repair of this image - taking the small file and somehow making it work for a large printout. I understand it probably won't be "perfect", but the best overall job wins!
