transfer linux system from /dev/xvda to /dev/xvdb

I'm using Ubuntu 14.04 64-bit HVM images on Amazon AWS EC2.
When an Amazon EC2 EBS-Based Spot Instance reboots, it mounts the root on /dev/xvda1 and has an empty /dev/xvdb which is the Ephemeral SSD Disk.
I am able to format and mount /dev/xvdb1 onto /mnt, but what I really want to do is transfer all the files from /dev/xvda to /dev/xvdb, then mount /dev/xvdb1 as root (/) and then completely unmount and detach /dev/xvda.
This problem is a lot tougher than it looks so I'm posting as a competition in order to avoid damaging the rating of those proposing incorrect solutions.
