3D Image (720) rotation of Product plus animiation

I'm looking to get a 3d image with 720 rotation done of a wheelchiar which needs to be reneded in .glb or .gltf file, plus animiation if the price is right.
This is something i would normally do in blender but don have the time.
Attach is an image of one side of the wheelchair i can provide more images / videos if you need to more references.
Im looking for a price to first design the chair and secondary to animate the chair
The animation would include
The chair standing up straight as shown in stand up image
The chair lying down flat as in laying down image
The chair leg rest lifting up.
The animation would be controlled by clicking on seperate parts of the chair or maybe a button within the enviorment.
The background enviroment can be clear as we are likely to use this in AR.
