I would settle the character's look and one simple movement before building an episode. For children, the facial expression, eye direction and timing need to feel friendly as well as realistic. I propose a short first milestone: one character, one agreed 5-8 second action, simple lighting and a 1080p animation test at 24fps, with the editable Blender scene. We would use a suitable licensed rig that you supply or approve first. I would review foot contact, joint deformation, facial poses and transitions, then deliver a playblast for feedback before the final render. My rate is INR 945/hour. The 3-day period covers this agreed animation test after the rig, action and style reference are approved; a new custom character/rig or a full episode needs a separate scope and estimate. Any audio would be supplied or separately agreed before synchronisation. Do you already have the character rigs and a script, and what age group is the audience?
