If a plastic material like PLA or ABS is desired for the prototype, would you consider 3D printing over machining? You would only need the 3D model, printing is faster and cheaper, and the internal surface would be smoother. However, CNC machining would typically give you a closer representation of that velvet texture on the exterior surface.
