Training web site - Front and Back-end

I am looking to create an online training web site. I need someone to create both the front end and back end for me. I am open to what programming language this is to be done in. I am not sure if my budget is high, low or on target, so bid what you think it will take to do the job right. This job must be at 100%, please do not bid if you are not willing to do a complete and accurate job. I have additional jobs available if I find the right person to work with. A quick walk through on the front end – standard entry page with supporting pages such as contact us, client list, etc. For the main part of the web site I want users to be able to register, input their address, phone #, etc, and create a username and password for themselves. From there they can navigate to different training pages (probably 5-10 clients to start, each with 1-5 products, each product will have a quiz), after they have read about a product, company or service, they then can take a quick quiz about what they have learned. If they pass the test they then are eligible to receive a "thank you" gift or download. For every test they pass they will also accumulate points that can be redeemed for some other prize or a certificate. The system needs to track all tests taken by each user, so if they go back in a month it will tell then what tests they have passed, what "thank you" gifts they are eligible for, and their total points earned. Tests and quizzes need to updated on a monthly basis. These updates will not be part of the quote, however please include what the charge will be for these ongoing monthly services. On the back end – I need to be able to manage the users. This site is available for all users, the giveaways are for eligible users only and eligibility expires every three to six months. I will need some way to go in and tell the system who is and who is not eligible for the giveaways, I am not sure how this will work. I will need the system to “dump” the user data into a database where I can print labels for shipping (I think we will do this in-house, the web program will just need to be able to export the data). There may be additional back end work that will need to be done, we are looking for suggestions and help with the backend. We are hoping to have everything up and running in one to three months.
