UDF image file writer/reader

I am looking for a C# .net programmer with strong knowledge and understanding on filesystems and UDF, for the following project:
We need a C# .NET object that can:
1. Collect 'Data Entries' and generate UDF image file. Each 'Data enrty' will have the form of:
Source File Full path with file name
Source offset pointer within the Source file to start picking up data from
Source Size How many bytes to get from offset
Dest File Full path with file name (in UDF image)
Dest offset point within the Dest file to start adding data to
If two or more ‘Data Entries’ point to the same file, object should be able to add data using UDF EXTENDs (append).
2. Takes as input a UDF image and exports in xml file a full list of allocation table
Note:
