I key everything into one flat table first, one row per line item with columns for source file, page, category, subcategory and amount, then build the summary on top of it with SUMIFS pointing back at that table, because a flat table will pivot and filter later and a formatted budget sheet won't. Reconciliation goes in as columns while I key, source total beside keyed total with the difference and a flag, so every discrepancy sits in one visible list before you ever look at it. My honest limit, I key and verify numbers and I don't make accounting judgements, so a line that could sit in two categories gets flagged for you and I won't quietly pick one. Excel or Google Sheets, either works. Are the PDFs digital exports where you can select the text, or scans, because scans mean every figure gets keyed and checked twice and that changes the hours a lot?

How we would build it: pull the tables out of the PDFs, then get every source into one flat sheet with a row per line item and a category column mapped to one agreed list. Excel sources I can pull cleanly; PDF and Word need care, because a figure that looks right can carry a stray character or a negative sign shown in brackets that Excel then reads as text. Those pass a visual check and break your pivots later, so I check the column types as I build rather than trusting the paste. On discrepancies: I'll flag them for you, not fix them. If a source subtotal doesn't add up on its own that's your call to make, and I'd rather hand you a list than quietly adjust a number and have it diverge from your documentation.
