The primary focus is on illicit trade (the black market), specifically in tobacco and e-cigarettes. For MEPs and Commissioners, finding material will be straightforward as they are public figures. However, for bureaucrats who are often "digital ghosts" under EU rules, researchers will need to locate material from before their EU tenure or alternative sources like social media. Academia: Journal of Illicit Economies and Development (JIED) and European Journal on Criminal Policy and Research. 3.
