AWS Expert Needed

I am working on a project which needs to be launched on AWS. The person should have experience of configuring the server for concurrent users. The expected number of concurrent users on this platform is 2500-3000 so please bid only if you've experienced this in the past.
Initially this application was developed in Laravel but we were not able to achieve high level concurrency so we moved to plain PHP and we ran the benchmarking test and were able to achieve 750 concurrent users on Ubuntu 1 GB RAM, although on a different server. My goal is to configure it in a way that it should handle concurrency without increasing the response time much(2-3 sec max). You should be able to provide support for at least 30 days post the work is done, although it's not a selection critiria but it would be a great support if you can do this.
