Android Audio streamer and stream decoder. point to multipoint

Android 4.4 üzerinde çalışacak audio streamer ve audio stream decoder.

yazılım üzerinde android 4.4 platformu bulunan bir mini bilgisayarda çalışacak.

Mikrofondan veya USB bellekteki seçilecek ses dosyalarını LAN üzerinden karşıdaki 60 alıcıya aktaracak. Tek uygulama ister streamer ister stream listener olarak çalışabilecek.

Application will run on Android 4.4 platform in a mini PC (Orange Pi PC)

App will allow user to stream audio from microphone and USB storage. On the other side , this streamed audio can be played real time on 60 pcs clients who has same app / or decoder app. Whole system will work on LAN, no internet connection needed
Administrator can adjust these;
1) Playlist
2) Select microphone or playlist to stream.
3) Automated playing of some audio file / files (For example: play mymusic.mp3 on 19may 2016 at 14:00)
4) This audio stream will be played on 60 clients at the same time.

I think it is better to embed both streamer and decoder in the same app so that user can also listen microphone of selected Client..

Whole system can be controlled/managed by 3rd party apps like "Tablet Remote" which enable user to control another android device from Android Device or PC.
It is of course better if such remote control is also embedded in this project but not necessary. (For sure I can pay more for this project if such kind of option is embedded)

I also plan an improvement as controlling a remote relay on the client side but I am not sure how to success this electronically. Orange Pi PC has configurable pins for such kind of purpose but I am not sure if they can be controlled while android running.. Any solutions is also extra payment.
