you're looking for Pixar quality thing, and it doesn't cost 10 bucks, or 700 for that matter. An animation of that kind would easily cost around $10,000 or more for a single minute and could be done in a month or so. And if you find a guy who says "yeah, let's do same quality for $500 and I'll give the final video in a week" is probably ripping you off.
