Mobile E-commerce App Development

I need an App developed for an existing service business not using technology for clients, back end support or technicians in the field. This is a concierge service, providing preventative/routine maintenance for homes owned by high net worth individuals. Subscription based business model with additional revenue generated by billable hours when services are performed. The clients pay an annual "membership" fee, then they are billed when technicians are dispatched to their homes to repair items/issues. We would like the app to allow for a home owner to create a work order, upload photos/videos of the issues, a technician to be dispatched, resolved the issues, invoice the client and collect payment....all through the app.
