In this policy wiki page we look at the trends and recent history in homelessness, the causes of homelessness, as well as a few policy changes that could be adopted. Recent history After the Great Depression, homelessness was not a major social issue again until the 1980s, when relatively significant rates of involuntary homelessness once again began to appear in city centers. Since the 1980s rates of homelessness have relativley steadily increased, with some notable exceptions. This section should be very brief, just to give a bit of background. Trends Policy Changes A. Housing first. The most common suggestion today is to switch the public policy model from Continium of Care to a housing first model. As discussed above, Continum of Care was a product of the first boom in homelessness during the 1980s, and ephasizes dealing with pscyhological or addition problems before placing persons in supportive housing. The housing first model seeks to get the homeless into some kind of non-shelter housing first, and then to build in additional services once homelss persons have been placed.
