Russian-speaker wanted to write article about transliteration from English to Russian

I am looking for someone who is a good writer and also knows both Russian and English and how to transliterate between them based on the sounds of the words. This is about TRANSLITERATION from English to Russian, NOT translation. I need an article about Russian transliteration (English/Roman alphabet to Russian/Cyrillic alphabet) that covers these topics: What is Russian Transliteration? What is Cyrillic and why is Russian written in it? Why would I want to transliterate my name or other words into Cyrillic? How is it done?
