1: The maximum quality I can provide depends on the raw recording and the format. I can't magically make a phone recording of a tone deaf girl singing in the middle of battlefield with 128kbps mp3 format to sound like Ariana Grande recorded in a music studio with a $1000s mic and equipment in wav or flac format.
2: The longer audio duration, the more time needed. The shorter the deadline or the lower the price, the lesser audio processing implemented.
