CCTP burns and mints, and it waits on attestation. The hard part is not routing. It is what the user sees when leg two fails. I build atomic per leg, with escrow and refund, behind one settlement state machine. Start with a routing spec that names each failure path and refund. Then build the engine on Foundry, Anchor and Sui Move, with Slither, Echidna and Mythril on every commit. Then add the ERC-4337 layer, Yul paymaster, and WebAuthn onboarding through Turnkey. Last, CCTP settlement, Chainalysis KYT and Kubernetes IaC. First deliverable is the routing spec and failure matrix, in 2 weeks. $60,000 CAD for the posted software scope, 16 weeks. Two costs sit outside it. CEN/XFS 3.0 needs a vendor SDK and simulator licence from your ATM maker, and a third-party audit is billed by that firm. I supply the proofs and fuzz artefacts it consumes.
