Hard Bid Estimating for
Veterans Affairs Building Project
This team project is to develop a complete bid for the Veterans Affairs Building project, Council Bluffs, Iowa. Electronic drawing files, project specifications, and addenda can be downloaded from the Canvas. Create a company name for your team. The breakdown of your estimate should follow the CSI Master format. Your final bid summary should include all the indirect cost items such as overhead, tax, contingency, bonds, profit, etc.
As prime contractor, your company has decided to hire subcontractors for the following divisions of work:
➢ Div 21: Fire Suppression
➢ Div 22: Plumbing
➢ Div 23: HVAC
➢ Div 26: Electrical
➢ Div 32: Exterior Improvements
However, if your team includes mechanical and/or electrical emphasis students, your team is encouraged to assume that mechanical and/or electrical divisions are going to be self-performed by your company.
All other divisions will be self-performed by your company. For the self-performing work of this project, each work item should be broken down into its individual components; i.e., for the concrete, you would have rebar (material, labor, equipment), formwork (material, labor, equipment), concrete (labor, material, equipment), curing concrete, etc. Subcontractors’ prices will be provided a couple of days prior the bid opening date.
a) You must use the proposal form in the project manual as an official submittal of your bid with a cover letter
b) The folder will consist of a 3-ring binder with one tab per CSI division. You must also indicate in the division summary which numbers are subcontractor plug numbers and which are self-performed.
c) The estimate folder will include quantity take-off sheets for self-performed work and subcontractor’s plug numbers, division summary sheets for each CSI division in the project, and a project summary sheet for the whole project. Include all the calculation details and assumptions that you have used to receive full credits.
d) You need to submit all of your work that was performed to arrive at the information contained in your cost summary
e) For self-performing work items, the work sequence and productivity required for each work component (task) must be included and explained. You may use R.S. Means Manual to determine crew size and productivity. In this case, clearly mention the RS Means Code numbers and page numbers.
f) You must reference any source of information that you use in compiling your estimate (such as any internet information, verbal quote from a supplier or contractor, information from a cost guide such as R.S. Means, etc.)
g) Review the project manual carefully to identify any additional cost items
h) Be sure and check your Figures to ensure they are reasonable (do a reality check and benchmark your costs)
