member tracking and authorization

The above parameters are suggestions only-- we are a non profit that has many people in different cities that need to be approved for food and donated clothing distribution. In each facility, there will be a windows based terminal, where the manager will have the patron either place his fore finger or an ID card into a reader for identification. The info will be tx back to server ( via internet ) and, if patron is approved, he/she will be admitted for service.

The local manager will also have the capability of adding new patrons, by having an on-line form filled out, sent to central server for verification tests ( e.g not already on system, locked out due to poor behavior, etc., ) and then admitted-- so local will have to have some level of permission to add patron--but not to delete anyone . The system will keep track of facility patron used, amount spent, consumption, dates and times of visits, and any guests brought.

There needs to be abaility to add locations/ facilities ( eg soup kitchens, clothing donation centers, reading rooms, etc, ) I think having the finger tip reader would be the best, since then we don't have the issue of people passing around, or losing, cards. we are open for ideas. This is an expanding service organization-- If a good system is begun, it will look favorable fior many future projects.P. S. Please remember-- the locations are distant apart-- so I think the internet is best set up. Some are separated by many miles-- and the patrons take buses or trains to get there. Thanks you.
