Hello My name is Rafal, i am professional Windows desktop developer, i work with .Net C#, you may find examples of my work in my portfolio. If you want to style controls html like, WPF is the way to go. Styling controls with Winforms is hard task to achieve, you basically need to almost create control from scratch. Doable, but not with your budget. WPF on the other hand uses XAML for styling which is similar to CSS. Can you show me your website so i can see how much work is to be done? Cheers Rafal

As for my suggestion, you can use WPF instead of winform, this uses xaml codes which can be used to design the UI better and smoother, there are also other customization technique in WPF, and yes it works as a desktop application.
