Sorry, I have a doubt after read your requirement. According to my understanding, I have to develop a replica application of current windows application. If I will make this new web application in a way where multiple branch can access it then what is the use of Old system? Now next thing, how you are planning to share the Sql Server? To make this SQL server in Web, your client have to purchase a Public IP and have to Host Sql Server using this Public IP with Remote access. Then only others Server can access it. One more thing, without check your current application and what is there I can not give you an exact timeline and cost. So please let me know how this is possible? I want to see your current application to understand the need properly.
