Dear Client, I have reviewed the project description and understand that the scope is defined to the Azure IAM and Billing. I am happy to help structure, linear, define and model it based on the Azure best practices. There are four billing methods offered by Azure, PAYG (MOSP), MCA, Enterprise and MPA. In small to medium setups, usually MOSP is being used, and others are mostly used by enterprises to manage the resources per business unit or other criterion. The complexity of 5 subscriptions offered under MOSP can be simplified between resources and users in terms of their user rights. Microsoft Entra Domain Services (formerly Azure Active Directory Domain Services) shall be used to manage, organize and configure the user roles and privileges to resources, subscriptions and account. It's a hierarchical model, where the relationship is usually term as 'parent-child', and build the structure according to the needs. The privileges are inherited from top to bottom, unless the restrictions are defined in the child level to limit. Such framework shall be utilized to overcome the challenges, solve the complexity and build to scale well in future for your Azure environment. Users can be accountable to resources consumption, invoices and billing charges as well with their billing accounts.
