I’d build the flow so an owner submits a job with name, date, ZIP/PIN code, category, description, mobile OTP and optional photo. The system then finds matching employees in that PIN area and sends the job notification. If nobody accepts within the configured 1–2 hour window, it automatically moves to the next eligible PIN code and continues until the job is accepted.
