There is a website called 'Fiverr'. We had one project called GetEmployed. We wanted to do crowdfunding for that. To know if people actually want that or not. Therefore, we contacted one service called goalgette. He asked us for that amount. which was Rs.36,000 and said we can use Payoneer for it. Then for work, he started asking for more money, then more...But never completed the work. We even hired one lawyer for him. Nothing worked. And he said that he can only refund 200$ not full. But we want the full amount. And till now he only refunded 40$. NOTE: Please make sure you bid only if know you can get it done anyhow. And will only be paid if we get our money back.

What you want is not a commercial suit but either a consumer complaint of civil suit . I can deliver you complaint to be filed in a consumer court or civil court for this price. if you decide to go for consumer complaint even you can argue the matte before the commision yourself and i can guide you to go through with that. my advice is to go for the consumer complaint.
