Gstreamer C++ Sync Audio and Video -- 5

I need a developer than can develop a c++ Gstreamer libraray than must get video from rtsp ip camera , get audio from alsa hardware , mix them , syncronzied audio and video and save to an mp4 files splitted by 5 minutes , and also it must restream rtsp audio/video syncronzied.
