Program (possibly C++) to scan barcode and display alert and a pdf file

I would like someone to help me build a program or find a cheap program that can display an alert on a windows operated computer monitor and also pull up a pdf file form a folder at the same time once a person scans a barcode with a barcode scanner (see attached picture).
