How I would do it: OCR the printed and digital sources, key the handwritten pages by hand since OCR only guesses there, then a validation pass over the lot that checks date and number formats, flags blanks and catches near duplicate names. Anything it cannot resolve goes in the query log instead of getting a guessed value. Roughly how many pages are we looking at? I have done this over a few thousand mixed source records.
