build a VBA application -- 2

Hi, I want a VBA application made for picking a team of 11 people out of 2 groups of 11 Participant each. The Participant must be chosen from for races, like black, white, brown & yellow. Each category of races will have minimum and maximum limit to be included in the final 11. Further there should an option to set no of players from to be picked from two groups . Example 7 players from group 1 and 4 from group 2 ....and option to must include or exclude.. certain participants. It should be a simple project for someone who have good knowledge of excel and vba....I would prefer person from India Pakistan or someone who can understand Hindu/Urdu..
