The charts are the part worth deciding before anyone starts, because there are two very different answers and only one of them is useful for analysis. A chart inside a PDF is a picture - there is no underlying data in the file. So recreating chart structure means one of two things. Either the chart is lifted across as an image, which looks identical and is completely dead: nothing updates, nothing recalculates. Or the values behind it are extracted and a real native chart is rebuilt on top of them, so it lives in Word and Excel and moves when the numbers move. Given you want the xlsx ready for formulas and further analysis, I assume you want the second - but it is materially more work than the first, and plenty of quotes for this job quietly mean the first. On the tables: each one on its own sheet as you asked, with values in real cells rather than merged blocks that look right and break the moment you sort or write a formula against them. Numbers stored as numbers, dates as dates. One question that sets the achievable accuracy: are these text-based PDFs or scans? Text PDFs extract with near-perfect fidelity. Scans need OCR, which is strong but not flawless on dense numeric tables - so those need a proofread pass, and I would tell you honestly which yours are before quoting time.
