Hello I am Windows Desktop application developer with over 25 years of over experience! I checked attached project and seems it's created with Borland C++ Builder 6.0 (I worked with 20+ years ago). And I have installed it on my virtual machine. About modernizing - I can adapt it for newer version of C++ Builder, like 10.3 or 11. About rendering PDF - it's needed to investigate all available options, but I think PDFium is suitable..
