Autotensioning Winch Design

I need a design for an autotensioning winch.

The winch needs to be able to free wheel in anticlockwise when a device is pulling on it.

however when there is any slack in the rope, the winch needs to wind clockwise until the tension is regained. this needs to be a constant ongoing process.

The device pulling on the wire will be approximately 10kg, and the wire will go out approximately 600m.

thinking a set up including a raspberry pi with some means of tension load sensor?
