Consultation for a Project of Simple Power Supply

The project consists in a consultation for a project and design of a power supply of 35Watts, that can fits into a board of 81 x 75mm and must have all protections of input. It will be inside of a din-rail enclosure. The freelancer must have experience designing power supplies and how to choose the right components with this limitation.

This board has limitation of component height of 12mm, so it's very slim.

I would like to have a little bit more than the tools available on TI.com, Maximintegrated.com, etc...
The tools are easy to use. I need a more scientific report with pros and cons.
