I am new on Freelancer.com but I have more than 10-years of experience on Embedded Systems, Embedded Linux, I have developed dozens of board with SoCs from several manufacturers (NXP, Broadcom, ST, Texas Instruments, Amlogic, among others).
The Bettle BLE board is based on one CC2540 MCU and one ATMEGA328 MCU. I can develop a solution based on Bettle BLE or I can make a solution using the TI CC2540 only, it has several GPIOs to control the vibration motor. This solution will have several advantages: reduced component count and thus smaller PCB size, reduced cost, reduced power consumption (it will increase the battery life).
I also have a lot of experience developing products for mass production, I can assist you in the manufacturing process too.

I have developed a carrierboard (motherboard) IEC 6100-compliant for a Medical Equipment. I did everything: components selection (together with my client), schematic, layout, GERBERS with DFM, I built five fully working prototypes and I have also made a Custom BSP (Bootloader + Linux Kernel + Root File System) and a small app (see last picture) to test the solution and to provide my client with a starting point for rapid time-to-market solution.
Best Regards.
