Help me to put static charges on a insulated surface

I need to use an electrostatic sprayer to disinfect indoor spaces. See the technology here (example): [login to view URL]

We apply chemicals using charged droplets that are attracted to surfaces. This process creates a better disinfection because droplets all have the same electrostatic charge and thus repel themselves. So they do not stack one over the other on surfaces but instead, they align on the surface and create a full and more even coverage.

Electrostatic spraying also have another advantage: the wrap around effect. Since droplets are charged, they are attracted to surfaces. The wrap around effect will help us to treat behind objects which is either very long or impossible to do with the regular spray and wipe technique. But the wrap around effect will not work in all conditions and surface types.

We wish to improve the wrap around effect on some materials. Our idea is:

1- to stuck opposite charges on a surface using a durable insulation clear coating. The charges would be stuck inside the coating and would have to be fixed there even if we touch, rub or clean the surface. We would have to put charges inside the coating and when the coating would be cured, the charges would be stuck there.

2- To use a conductive coating on which we can induce opposite charges at wish on its surface. Ex: the conductive coating is grounded or we can use a electrical tool (or ...) to make contact with the conductive coating to induce a charge on its surface.

Since those charges would be opposite to the charged droplets, the droplets would be highly attracted to the surfaces hence greatly improving the wrap around effect.

I need assistance only to discuss the feasibility of these solutions and see how I could test the retained solution. It is a small project for now to discuss and evaluate the solutions. This is hy I ued an hourly rate with undefined hours. We can discuss it.

If there is a solution, we can create another project to help us implement and test it.
