Signal blocker with motion detection

Ill attach a file with video/picture on how i want my product to be in a type of final stage. But what i need from you is that you help me find a way to manufacture this movement detection that blocks the signal that goes from the key when there is no movement, and when there is movement i want it to not block the signal from the car key.
