Google Spreadsheet - Adjust formula to produce a better date/time format

I need a formula in the form of a script that I can tie to a Google Button.
After selecting a cell that I need to produce a current date and time for, I need the cell to populate with the correct date and time format regardless of the original formatting of the cell.
In this spreadsheet, for instance, the dates and times shown on row two (2) are correct while the one shown in C4 is incorrect.

You have to use the command "&" to concatenate formulas and that is. Put formula to return the day and concatenate with now
