Reading the specifications that you posted, the task can be acomplished by using a vba function that read the excel files from a folder previously specified and using a "table" that link the files with the destinataries. Your PC need to be set to send the email using the lotus client. I work remotely and I think the job can be done in a week.

1) Basically this requirement need to develop in lotus notes. As per requirement understanding we need to browse excel file which contains three columns that are Person Name, Person Email Address and Excel file path, from given excel file path code need to take handle of this excel file and email to person email address given to second column of same row. 2) I have 4 years of experience in lotus notes and I have worked on attachment and email part in most of my project so I can use my experience to build this functionality with best quality.
