Flash Website Conversion

We are looking for someone to convert an old Flash website into a modern HTML5 based interactive website. The site is a basic website layout (menu, navigation hovers) along with some interactive audio elements.
The client has the original assets including images, text and audio files and a domain and hosting is ready to go.
We do not have access to the original .fla however the site to be converted can be seen at:

(warning no SSL set currently and you will require Flash to view)
- All current pages, menu content (eg multilingual hover states) would need to be recreated using responsive design principles
- Updating of the design is permitted to a more modern look (fewer gradients etc) however the overall layout and functionality should be preserved
- If you think the site could be made to work with most of the content editable from a CMS eg Elementor/WordPress please indicate but this is not strictly necessary
- French language skills may be a bonus.
