PDF to Flash Magazine/Ebook Creation Software

I am looking for someone who can create a software to convert a multi page pdf to an online magazine for readers to download from my server. The software will be integrated on my dedicated server and will allow my clients(Magazine Publishers) to convert their PDF magazine files to a e-magazine/e-book and save it to their account on the server. The clients will then design and order plastic cards from my company that will be printed with a scratch off on the back that will contain a pin number that will allow a 1 time download of the material.
Digital magazine/e-book will need to have:
1 - mouse over for zoom or pdf extraction (to print section/article/coupon)
2 - index so readers can jump to specific page without flipping
3 - Hyperlink to website
4 - Flipping pages
Quantity:
Each magazine will range from 32 to 56 pages each
