tgp gallery - custom FLASH control

this is my second post here - i need a custom FLASH handler written that will enable my webmaster to stop a video feed manually overriding ALL other setttings,

eg. of a scenario where this will be used is when the file being relayed has poor sound or video quality.

this is for a team again, no individuals, must demonstrate prior expertise with FCS cusotm handlers
