Hi, Mess management first - menus, pre-booking, feedback and analytics - then the directory, lost-and-found, complaints and study materials layered on. Shipping one module properly before widening is the right call. The bit that needs planning early is peak load. A few thousand students all opening the app at lunch means the menu and booking endpoints get hammered in a narrow window, so caching and pagination need to be in from the start rather than retrofitted. Roles for students, staff and admins should be enforced on the API too, not just hidden in the UI. Flutter with Node and JWT, uploads streamed to S3, is exactly how I would build it.
