Gateway for ecommerce Processing

We are a 3rd party processing company (similar to CCbill and others). We currently license a gateway from a vendor, but instead, would like to operate our own gateway. We are looking for a programming partner who has most if not all of the components in place, as we do not want to build it from scratch. Our banks (U.S. and offshore) provide us an API manual. Our gateway integrates to the bank's gateways. Our merchants integrate to us.
We need a gateway solution that includes Admin, Consumer and Merchant functionality for processing credit cards and online checks.
We are open to a revenue sharing relationship.
