Help needed to identify issues with Google Merchant Feeds

We have a Multi-Vendor Marketplace website showcasing UK Sellers products.
We have a merchant account with Google and we are trying to get products into Google Shopping for Free products and free local products, however we are having problems getting Google to accept the Local Product Inventory Feed.
