Google Tag Manager & Analytics Fix Needed for Multi Site

I have some issues with my websites. Conversions are not being reported properly.
The problem is that we have switched from a payment gateway that is embedded in our site to a gateway that is referred ( i.e. it goes to the payment provider and returns back to the site )
As a temporary fix - I have been adding the ( many ) bank and Visa sites to the referral exclusion list. I don't think this is the answer though.
If you apply for this work - then please make is clear that you understand what the issue is and how to solve it. I would say this is a very common issue.
