CROME Extention Developer Required

I am looking to get an google chrome extension developed that simples monitors a list of configurable urls and if a listed url is accessed in chrome it sends an event to a webapi until the url has been closed. During the time the url is active the extension should change colour.
Also need to be able to license the extension to 30 days and then option to buy after this date
