Complete the pre-exsiting website on weebly platform

I had an experience with a freelancer working on this but took him 60 days and no work been done on the website and that freelancer been asking me constantly to pay him some amount before hand and all so please dont put a bit or contact me if you are like this as I am very serious to find a reliable person to work with who will finish the job and not play up and wanting a money that is your right when you do a job not before hand or in between coz its just upsetting to see this again and again happening to me freelancer support already is aware and now I am looking for a good reliable person to do the job with hard work, I am myself a hard worker and I understand so be open and honest with me and we will work great together. Have you worked with WEEBLY before as a platform for a website ? do you have lots of experience and passionate to do this with eager within the requested time frame and reliable to deliver me the job on time and complete with high quality as expected ? if yes you are suitable for this, I will give you all I need done and all information examples so you know what i exactly want and you can message me here for any question etc you have but I will respond as soon as possible not immediately or right away so you will need to expect delay on respond from me are you good enough to be able to carry on the job while waiting for my respond ? well if yes shows you are great at it and we will be working with each other again and again. ok so the website required are attached let me know if you are the man for this job. I KNOW ITS LOT OF WORK SO YOU TELL ME HOW LONG TAKES TO FINISH IT I DONT HAVE SPECIAL TIME FRAME BUT I WILL COUNT ON WHAT YOU SAY FOR YOUR TIME FRAME AND I CANNOT DO MORE THAN $250 FOR IT ALL please dont bid something and when i contact you you tell me another price coz I have already lost 40 days since this job was meant to be done and the other freelancer didnt do it so I need to be finding the right person in right way and your correct bid will help me.
