Enhancements and layout changes on current website

We currently have a PHP website with a MySQL database. I want to add additional functionality into the website and also change the layout and design a bit. Currently its a MySQL Database and that's fine but we will convert to a MSSQL database at a later stage so should be able to convert it then. Specs are being done at the moment but this will be critical to a deadline. If a deadline is missed without an valid excuse like change of scope or delay on my side for information no payment will be made. Daily feedback is required either via email or skype and weekly updates via Skype only.
