Resize the content within an Ilustrator file

Job Description:
I urgently need help resizing a Step and Repeat design that I have for an event. It's already been created but the logos on it are too small. So I wouldn't be sending you the individual logo files, but the AI file of the already created artwork. The current size of each group of logos is 388m width by 270mm height which is too small. So I would need you to work out a larger size for the group of logos to fit within the overall print which is 16ft width by 8ft height. The file needs to have a 150mm bleed on all sides which gives a finished trim size of 5180mm x 2740mm.
I would need this resized by the end of today, 2nd October.
