Ticketing Website for Local Restaurants

I'm looking for a professional web & mobile app developer to create a unique website where customers can buy tickets for events at local restaurants, depending on their zip code and a daily theme Each customer has a unique number assigned on their ticket that’s shared with the daily restaurant vendors, and linked to their vote. Account is suspended if number isn’t tied to a vote after time-frame Daily theme can be set for the entire year up-front per day, that switches out at midnight per time zone of each zip code (or all EST if easier) 25% of ticket costs will go to charity. I can manage this with personal user, or a separate percentage can be automatically set up for charity account.
